Thanks for the interesting article. What is shown is a mirror image of the objest. That is, it should be flipped horizontally. Then most of the Chinese characters become legible. For instance, the four characters in the right-most column say "Except (the Province/Region of) Sichuan". The artwork and the calligraphy of the characters is poor. Plus, the fact that some of the characters are not quite legible/recognizable leads me to suspect the object might not be genuine.
Ambassador Freeman made that statement on 8/31/18, during an interview with Kaiser Kuo on the now extinct SupChina podcast. Either he or Kaiser can verify it.
"The CIA programs in Tibet, which were very effective in destabilizing it, did not succeed in Xinjiang. There were similar efforts made with the Uyghurs during the Cold War that never really got off the ground. In both cases you had religion waved as a banner in support of a desire for independence or autonomy which is, of course, is anathema to any State. US Ambassador Chas. H. You didn't provided a link to a souces and I can't find anywhere on the internet. If I - or you - want to prove anything (to someone) we need prove for this - otherwise it doesn't really exist and should be treated in that manner.

In the title you write "1042 AD" - under the picture it says "1024 AD". Also: Does the picture show an original note, or what?
Historians cannot agree on whether it was 1042 or 1024, so demanded equal time.
